In March 2007, DESTIN was awarded a contract from Walter Reed Army Medical
Center (WRAMC) Transition Employment Assistance Management Service
(T.E.A.M.S.) division, to provide placement services for transitioning Iraq
and Afghanistan Veterans. This endeavor exposed Ed to the unique challenges
facing employers looking to hire transitioning combat exposed veterans,
while being unaware and/or unprepared to address various cultures of
military-life and the sometimes lingering affects of combat related physical
and mental health conditions.
Considering well-published reports, now citing 1 in 5 transitioning veterans
diagnosed with some form of PTSD and/or mental health disorder, Ed enlisted
the assistance of WRAMC staff psychiatrist and OIF veteran, Dr. Cynthia J.
Washington, to develop "Preparing Employers to Reintegrate Combat Exposed
Veterans with Disabilities" (PERCEVD). PERCEVD is a diversity/sensitivity
training program for managers, supervisors and staff of businesses and
organizations that employ veterans, particularly those returning from Iraq
and Afghanistan. PERCEVD is an employer intervention, effectively providing
an understanding and accommodation of adjustment disorders, post-traumatic
stress disorder (PTSD), traumatic brain injury (TBI), and other
disabilities. Ultimately PERCEVD helps detect, avoid, and mitigate workplace
disruption, litigation and decreased productivity while enhancing employee
and public relations.
Ed is a recognized public speaker on the matter of diversity and employment
for people with disabilities and is an active board member of the Howard
County Commission on Disabilities. Artistically, Ed enjoys poetry, drawing
and painting, cooking, as well as listening to music and playing the drums.
Ed is a dedicated father and an avid athlete who excels in running,
basketball and other outdoor sports activities. Ed's innate leadership
skills, as well as his extraordinary problem solving ability, dedication and
desire to succeed, is apparent in his enthusiasm for DESTIN. His presence
with DESTIN will always be consistent, sensible and strong.
Denise Logal
Community Affairs Director
Denise Logal has been an employee rights advocate at various times for decades. Her work began in 1984 as part of a plaintiffs’ personal injury law practice. By 2004, Denise was contending with unlawful employment discrimination, harassment, and retaliation through various coalitions of nonprofit organizations. Her attention shifted to health-related disparities in 2007, prompting Denise to co-chair the Health Committee of D. C. ACORN (Association of Community Organizations for Reform Now). Having worked full time to mobilize citizens, communities, and nonprofit organizations for social justice since 1998, becoming DESTIN’s Community Affairs Director was a natural progression for Denise.
DESTIN has the good fortune of championing disability rights through both its commercial and philanthropic endeavors. Denise brings to the effort a stellar educational background, having received her Bachelor of English and Philosophy from Notre Dame University at South Bend, Indiana in 1981 and her Juris Doctorate from Northwestern University School of Law at Chicago, Illinois in 1984. A summer session of Denise’s legal education was completed at the University of Notre Dame Law Centre in London, England. She has been distinguished as an Indiana State,
National Merit, Notre Dame, and Earl Warren Scholar.

Cynthia J. Washington, M.D.
Medical Consultant
Cynthia J. Washington, M.D., is a board-certified psychiatrist. She completed her bachelor’s degree in Natural Science at Spelman College and earned her medical degree from Wright State University. After graduating from medical school, she went on to complete an Internship in Internal Medicine at Greater Baltimore Medical Center and Residency training in Psychiatry at the University of Maryland.
Dr. Washington is also a physician in the U.S. Army Reserve, where she serves as a Major in the Army Medical Corps. She is a veteran of Operation Iraqi Freedom and has received several awards in recognition of her service in the Global War on Terrorism. In addition, she has worked with numerous Operation Iraqi Freedom and Operation Enduring Freedom veterans as a psychiatrist at Walter Reed Army Medical Center.
Dr. Washington specializes in mood and anxiety disorders, with a special emphasis on PTSD. She is currently in private practice in Columbia, Maryland.
